A recognition of those two evidential truths (known to everyone but openly stressed by few) would encourage genuine efforts against this terrible disease. Ended would be the counter-productive policies that are currently in vogue (i.e., condom distribution and clean needle giveaways) and put in their place would be straightforward education programs that explain why homosexual sex and shooting up are, in themselves, extremely hazardous behaviors.
There's more that could be done, of course, like shutting down the horrendously disease-friendly gay bathhouses, but this would be an important start.
